Short form video agency or reels supplier? How to hire for ongoing content in Dubai
A reels supplier delivers files. A short form video agency runs the plan, the posting and the testing. Here is how to tell which one you need in Dubai, and what to ask.

A short form video agency and a reels production service are not the same purchase. A production service films and edits the videos you brief and hands over the files. An agency decides what to film each month, writes and tests the hooks, posts, reads the results and changes the next batch based on what worked. It is easy to hire one when you need the other, then wonder why the content is good but the account does not move. This guide is about the agency version: what it should run, what to ask, what to watch for, and what drives the monthly budget.
If you already know you want videos made per brief, our guide to choosing and briefing a reels supplier covers that route in detail.
Agency or production service: decide which you are buying
A production service is the right buy when you already have a plan and someone in house to post, reply and report. You send a brief, they deliver vertical edits, you take it from there. It suits brokerages with a marketing lead, restaurants with an active social manager, and developers launching a specific project.
An agency is the right buy when nobody owns the account day to day, or when output is steady but results are flat. You are paying for judgement as much as footage:
- A monthly content plan tied to what you are selling that month
- Several hook versions from one shoot, so you learn which openings hold attention
- Posting, captions and replies to comments and messages
- Reporting on saves, shares, profile visits, messages and enquiries, not views alone
- Moving the best performing organic videos into paid campaigns
- A change of plan when something does not work
If a supplier calls itself an agency but only quotes per video, with no plan, posting or reporting, it is a production service. That is not a criticism. Just price and judge it as one.
What a short form agency should run month to month
The value of an agency shows in the second and third month, not the first video. A useful monthly rhythm looks like this:
- Planning: agree the month's priorities, such as a new listing, a menu change or a launch, and turn them into a shot list and scripts
- Shooting: batch several videos in one or two shoot days to keep cost per video down
- Testing: post more than one opening for the same idea and compare how far people watch
- Reporting: a short monthly read on what produced enquiries, bookings or messages, and what did not
- Adjusting: drop formats that underperform and film more of what worked
- Paid support: put budget behind the proven videos rather than guessing

Questions that test a short form agency
Ask these on the first call. Listen for specifics, not enthusiasm.
- How do you decide what we film next month? You want an answer based on last month's results, not a mood board.
- How many hook versions do you produce per idea? One version means there is nothing to learn from.
- Can you show me two openings you tested for the same video, and tell me which held viewers longer? This shows whether testing actually happens.
- How do you cut for viewers watching with the sound off? Look for on screen text and captions placed clear of the app's buttons and overlays.
- Who posts, writes captions and answers comments and messages? Get names and response times.
- What goes in the monthly report? If the answer is views and followers only, keep asking.
- How do organic winners move into paid ads, and who manages the spend?
- Who owns the final files, and can we use them in paid ads after the contract ends? Get it in writing.
Settle the practical details early
A good agency raises these before shoot day: written permission from any mall, hotel or community management office, consent from anyone identifiable on camera, music licensed for business accounts, and any on screen details your sector requires, confirmed with your compliance lead. If your buyers or guests span Arabic and English, plan both from one shoot. Our piece on choosing Arabic or English for UAE reels covers how.
Red flags
Slow down if you hear any of these:
- Promises of a fixed number of views, followers or sales. Nobody controls the algorithm.
- No content plan, only a list of videos. That is a production quote with an agency label.
- Reports built on views alone. A reel can travel widely and still leave the phone silent, which is the argument in why views are not a KPI.
- No hook testing. Every video goes out once, in one version, and nobody learns anything.
- Videos that take several seconds to get to the point. In short form, the reason to keep watching has to be on screen from the start.
- The same edit pushed to Reels, TikTok and Shorts with no thought for captions, text placement or each platform's interface.
- Horizontal footage cropped to vertical, with awkward framing and cut off heads.
- Trending audio on a business account with no licensing plan.
What drives the monthly budget
Agency retainers in Dubai vary widely because they bundle different work under the same name. The main drivers are:
- Number of videos per month and how many shoot days that needs
- Hook versions and language versions per idea
- Scripting and on camera direction, which take senior time
- Locations, permissions and drone work
- Whether posting, captions and community management are included
- Reporting depth and how often you meet
- Whether paid media management is included, and how ad spend is handled
Ask every agency to quote the same scope so you compare like with like, and check whether prices include 5% VAT. For per format price ranges, see our breakdown of video production costs in Dubai.
Questions we get asked
Can I start with a production service and move to an agency later?
Yes. A practical route is to order a batch of videos to see what the format does for you, then move to a monthly arrangement once you want planning, posting and testing handled.
How many videos a month does an agency need to make testing worthwhile?
Work it out from three things. First, how often you plan to post each week. Second, how many hook versions you want to test per idea, since each version is a separate edit. Third, whether each video needs an Arabic and an English version. Multiply those out and you have the monthly minimum. Then check how many shoot days it takes, because batching ideas into one or two days is what keeps the cost per video sensible.
Can my own staff appear on camera?
Yes, and real staff often come across as more credible than hired talent. The agency should direct them so they look relaxed, and get written consent.
How fast should delivery be?
Fast enough that the listing, menu or event is still current when it posts. As a reference point, our real estate project videos are delivered within 48 hours of the shoot. Whoever you hire, get the turnaround in writing and plan your posting around it.
Where OneByOne fits
We work both ways. As a production service for property, our real estate project videos are AED 1,000 for one video, AED 4,500 for a five-video pack and AED 8,000 for a ten-video pack. Each is a cinematic vertical 9:16 edit of up to 45 seconds, with the hook and script written for you, the agent directed on camera, licensed music and captions, delivered within 48 hours of the shoot.
We also offer a Property Reel from AED 1,500 and Event Highlights from AED 2,500. These are separate formats from the project video packages, and final prices depend on scope, so ask us which fits your listing or event.
As an agency, our Content engagements start from AED 12,000 a month and Growth engagements from AED 22,000 a month. Scope is agreed per brief, so ask us what each level includes for your account, and use the monthly rhythm above (planning, shooting, testing, reporting, adjusting and paid support) as the checklist to compare against. See how that fits together on our creative agency in Dubai page. All prices exclude 5% VAT.
One Dubai brokerage's Saadiyat Island villa films reached 79.1M views in 90 days, and you can see more of that work in our case studies. We share it to show how far well built vertical video can travel, not as the measure of success. Reach only matters if the plan behind it turns attention into enquiries, and that is what any agency, including us, should be able to explain.
To compare scope and price, send us your brief and tell us whether you need videos made or the account run.
