How to choose a digital marketing agency in Dubai: seven questions that separate agencies from vendors

Most Dubai agency pitches look identical. Seven questions about production, distribution, lead handling, reporting and ownership that show who will actually move the numbers.

Search for a digital marketing agency in Dubai and you will find several hundred. The decks look the same: a services grid, a logo wall, a promise of growth. The difference shows up in the first month, when you find out who is actually doing the work. These seven questions surface it before you sign.

1. Who produces the content, and how many shoot days are in the month?

On Instagram and TikTok, the two channels that carry most consumer attention in the UAE, the unit of work is a vertical video. An agency that cannot name its crew and editors, or whose plan has no shoot days in it, is going to deliver graphics and stock footage. Ask to see a month's output for a current client, with the shoot dates.

2. Who writes the hooks, and can you see them with the numbers?

The first 1.5 seconds decide whether a video is watched. Ask who writes that opening and ask to see five examples next to their view counts, saves and enquiries. An agency that shows reach without the enquiry behind it is selling attention, not customers.

3. Is distribution part of the plan, or an upsell?

Organic reach is a by-product. If the proposal has no paid distribution on Meta or TikTok, the content will be seen by people who already follow you. Ask how the budget splits between creative and media, and whether media is bought at a fixed fee or as a percentage of spend. Percentage fees pay the agency more when you spend more.

4. Where does a lead go in the first ten minutes?

Most Gulf enquiries end in WhatsApp. Ask how a lead is captured, who sees it, how fast it is answered and how it is scored. If the answer is "it goes to your inbox," the campaign will look successful in the dashboard and produce nothing at the sales desk.

5. What is reported weekly, and is cost per enquiry one of the numbers?

Monthly reports of reach and followers are not management. Ask for the weekly report format and check that enquiries, cost per enquiry and creative performance are on it. Views are not a KPI; the conversation they produce is.

6. Who owns the ad accounts, the pages and the raw footage?

If you leave, do the accounts and the files leave with you? Many agencies run ads from their own business manager and keep raw footage by default. Both are defensible positions if you know them before you need them. Get ownership in writing.

7. Who is on the account after the sale, and what will they refuse?

The founder in the pitch is rarely the person on the account. Ask who the day-to-day contact is and who directs the shoots. Then ask what the agency refuses to do: buy followers, present renders as film, invent before-and-after numbers. The list of refusals says more than the list of services.
